MANILA — The Department of Budget and Management (DBM) finds itself at the center of growing criticism and questions after it decides to allocate a whopping ₱10.14 billion for confidential and intelligence funds. This allocation, critics argue, lacks transparency and necessitates public scrutiny.
The significant budget earmarked for confidential purposes has raised eyebrows among legislators, transparency advocates, and the general public. They seek clarity on the criteria and accountability mechanisms surrounding such funds.
Senator Sonny Angara, Chairperson of the Senate Committee on Finance, expressed concerns during a recent Senate hearing. “It’s crucial for the public to understand the need for such an allocation. Every peso must be accounted for, and such a substantial sum requires a breakdown,” she commented.
Confidential and intelligence funds have historically been reserved for the country’s security and intelligence agencies. This funding ensures that the agencies can operate discreetly, especially when national security is at stake. However, the amount for this year marks a notable increase from previous allocations.
Transparency watchdog group, Fiscal Watch, released a statement yesterday, echoing the call for accountability. “While we understand the sensitivity of intelligence operations, the leap in the allocated budget warrants a detailed justification.”
The DBM, in response, has announced a press briefing scheduled for next week. In a preliminary statement, DBM Secretary [Name] assured that the funds’ utilization would be “in the best interests of the nation, keeping national security imperatives at the forefront.”
